only shows those intervals in the dropdown.

You should be able to accomplish this by subclassing the TimePicker
and set the Step
property to 30
whenever the minute part is increased or decreased:
public class CustomTimePicker : Xceed.Wpf.Toolkit.TimePicker

SetStep();
