Are there any REST API’s out there for testing basic authentication? I’ve been playing around with https://jsonplaceholder.typicode.com but this doesn’t require any authentication at all. Is there anything like this that allows you to test username and password?

Generally stack overflow questions that ask for external resources get closed as off-topic here. Your best bet might be to just write a simple local server. Should only be a few lines of code in PHP, Javascript or your language of choice.
