In GCP, I have created a VPC network vpc1 with manual subnetting and a single 192.168.x.x/24 subnet in that. When I create a new Cloud SQL instance (mysql) with public networking disabled and private networking attached to vpc1, the IP address assigned to it is always a part of the default VPC instead of vpc1. This happens both when creating the instance via Terraform as well as when creating it manually in the console. I don't understand why this is happening. Any help is greatly appreciated.
