Currently the WhatsApp API is still in beta and you need to wait for the API to be officially open to everyone. Still you can make a request to get access to their API in advance https://www.facebook.com/business/m/whatsapp/business-api

The official APIs have delayed the exit... and I have serious doubts that sooner or later they will actually be free.
Alternatively, there are some valid solutions which, although not official, allow the use of WhatsApp APIs, for example, to create a chatbot.
If you want to take a look at mercury.chat, maybe you can use it.
